IT Governance Framework
Governance Goals:
Ensure IT orientation, IT principles and IT goals are consistent with the institutions'strategic goals and business objectives; Ensure the positive relationship between IT and business; Ensure investment and effective utilization of IT resources to achieve effective risk control and guarantee institutions' return on investment.
IT goals: ensure the business orientation and business goals are identical between IT and institutions
IT orientation: clarify the role of IT in institutions, and the relationship between IT and business
IT principle: clarify the guiding ideology and basic principle to carry out IT work
Governance Domains:
Governance domains are divided into two levels: governance and management levels. The governance level is centered on institutions' strategy and governance, market environment and technology trends, clarifying IT orientation, the organization, the decision-making mechanism, investment income, risk control, the allocation of resources,stakeholders relationships, etc. The management level is mainly based on the demand of the governance level, achieve governance objectives and realize the management and control in fields of strategy and management, development and implementation,operation management, monitoring and evaluation, IT risk management and control.The governance level evaluate, supervise and guide the management level , while the management level carries on execution, control and management in accordance with the governance mechanism.
Driving Factors:
The driving factors of governance activities mainly include strategies, organization,processes, resources and culture, etc. Strategies are plans and methods of a governance action; Organization is the supporting organizational structure of governance; Processes are the related activities of governance and its control; Resources are people, information and technology needed for governance activities; Culture is the supporting consciousness and atmosphere of governance activities.
